Maj. Gen. Vicente Danao Jr., the next PNP chief?

TATLUMPUNG (30) taon nang nagkakaloob ng matapat na serbisyo sa Philippine National Police (PNP) itong si Major General Vicente “Vic” Dupa Danao Jr.

Produkto siya ng Philippine Military Academy (PMA) Sambisig Class of 1991.

Sa loob ng mahabang taong ito ng kanyang police career, nakilala si Danao bilang isa sa pinakamalapit na PNP officer next to former general and now senator Ronald “Bato” dela Rosa kay Pangulong Rodrigo Roa Duterte.

Taong 2013,si Danao ang pumalit kay dela Rosa bilang chief of police ng Davao City nang ma-tranfer ang huli sa Kampo Crame makaraang mahirang bilang hepe ng PNP Intelligence Group (IG) si Bato.

Sa loob ng maraming taon, nanatili ang magiting na PNP officer na si Danao sa Davao City.

Makailang beses din itong naasunto at nakasuhan ng “neglect of duty” ng Ombudsman makaraang mabigo umano si Danao at ang kanyang mga tauhan na matigil ang walang habas na pagpatay ng pamosong grupo ng DAVAO DEATH SQUAD (DDS).

Ang DDS ang itinuturong nasa likod ng may mahigit sa 800 kaso ng patayan sa Davao City sanhi ng pinaigting na anti illegal drugs at anti-criminality campaign ni then Mayor Digong Duterte sa nasabing lungsod.

Sa kabila ng patung-patong na asuntong kinasadlakan, nanatiling tapat si Davao sa noo’y Mayor Duterte.

And the rest is history after Duterte wins the presidency of the land in 2016 elections.

Sabi nga ng marami sa mga taga-Davao, mas higit na matibay at astig ang relasyon ni Danao kay Pangulong Duterte kesa sa ‘clout’ ng kasalukuyang PNP chief, General Debold Sinas kay Tatay Digong.

Sunud-sunod na ang pagtatalaga kay Danao sa tinaguriang “juicy positions” sa PNP.

Danao was transferred to the PNP Directorate for Intelligence in Camp Crame as counterintelligence chief at the start of Duterte’s term as president.

He also served as Deputy Chief for Operations of the PNP Criminal Investigation and Detection Group until 2018.

In a Senate hearing on alleged extrajudicial killings during the Philippine Drug War in September 2016, Danao and four other former Davao cops were accused of torture and arbitrary detention by self-confessed assassin Edgar Matobato.

In May 2017, Danao assumed command of the National Anti-Illegal Drugs Task Force under the Inter-Agency Committee on Anti-Illegal Drugs.

He then was again transferred to the nation’s capital and served as Chief of the Manila Police District beginning November 2018 where he received his promotion to Chief Police Superintendent equivalent to Brigadier General rank.

As Manila police chief, Danao ordered the suspension of at least 15 cops with alleged ties to illegal drugs and laid a murder charge against a Sampaloc barangay captain who was an alleged drug lord.

Danao was then assigned with the Police Regional Office IV-A based in Calamba, Laguna in October 2019.

As Calabarzon police chief, he is credited for the surrender of 131 Communist rebels operating in indigenous tribe lands in Rizal, Quezon and Laguna provinces in July 2020.

On November 10, 2020, Interior Secretary Eduardo Año announced Danao’s formal designation as Chief of the National Capital Region Police Office

Ngayon ngang hepe na ito ng National Capital Region Police Office (NCRPO), marami ang nagsasabi na ito na ang nakalinya para pamunuan ang pambansang kapulisan despite being much junior among PNP officers na pamimilian na papalit kay Sinas that includes the current PNP officer -in-charged Lt. General Guillermo Eleazar.

Sa lahat ng ito,mga kontrobersiya at intriga, sinikap ni General Danao na gampanan ang bawat posisyong inatang at ipinagkatiwala sa kanya ng pamunuan ng PNP to the max.

Wala siyang keber sa ano mang intrigang ipinupukol sa kanya at nanatiling focus sa kanyang trabaho at sinumpaang tungkulin.

Nakita naman natin ang hindi matatawarang katapatan nito sa Pangulong Duterte at sa republika ng Pilipinas.

Sabi nga, presidential prerogative ng isang sitting president ang pagtatalaga sa magiging hepe ng pambansang kapulisan.

At sa ating personal na pananaw, hindi sa ranggo ang basehan kung sino ang pagkakatiwalaan ng Pangulong Duterte na mamuno sa PNP kundi ang hindi matatawarang loyalty ng mapipiling opisyal sa institusyon at sa bansa.

With that, pabor ang inyong abang lingkod kung si Gen. Danao na nga ang susunod na PNP.
