MAHIGIT isang buwan ang nakalilipas buhat ng magsimula ang 19th Congress, ipinamalas ni Speaker Martin Romualdez ang isang magandang ehemplo sa pagiging isang makabayan tapat na naglilingkod sa kanyang sinumpaang tungkulin bilang ika-4 na mataas na opisyal ng bansa.
Kaagapay ang mahigit 300 kongresista na miyembro ng 19th Congress, masusi nilang hinihimay ang proposed P5.268-trillion 2023 national budget, isang panukalang magbibigay-daan para sa economic recovery sa unang taon ni President Ferdinand Marcos Jr.
Kompiyansa si Speaker Romualdez na maipapasa ng House of Representatives ang isang general appropriations act bago ang takdang deadline nito.
“We welcome the submission of the proposed 2023 national budget that will provide the broad strokes needed to speed up our economic recovery. The House of the People will effectively respond to the needs of the people, and we will do our best to address the continued impact of the health crisis, create more jobs and ensure food security. We will make sure that every centavo will be spent wisely to implement programs that would save lives, protect communities and make our economy strong and more agile. In partnership with the Senate and Malacañang, the House leadership will continue the Build, Build, Build program and create more jobs,” pahayag ni Romualdez.
Kasama ni Speaker Romualdez, sina House leaders Majority Leader Manuel Jose “Mannix” Dalipe, Minority Leader Marcelino Libanan, House Committee on Appropriations chairman Rep. Zaldy Co and his senior vice chairperson, Rep. Stella Luz A. Quimbo, sa pagtanggap ng budget document mula sa Department of Budget and Management (DBM).
Kumikilos na rin ang lahat ng mga komite upang talakayin ang iba’t ibang panukalang batas na pakikinabangan ng sambayanang Filipino.
Sa nakaraang okasyon ng National Heroes’ Day, pinaalalahanan naman ni Speaker Romualdez ang lahat ng mga Filipinos na gunitain ang buhay ng ating mga bayani at tularan ang kahalagahan na naimbag nila sa ating lahi.
“Before Jose Rizal, Andres Bonifacio, Gregorio del Pilar and the others became heroes, they were ordinary Filipinos who were deeply moved by their love of the motherland. They were bound by a single dream: freedom for their country and a future for all Filipinos. Today, we remember their lives and their sacrifice for the country. But we should not stop with just remembering and honoring their contributions. We should also emulate their virtues,” pahayag ni Romualdez.
Hinikayat din ng lider ng Kamara ang sambayanang Filipino na isabuhay ang pagpapakita ng kanilang pagka-makabayan at idiyalismo sa pagbuo ng bansa at upang maipagpatuloy ang pagbangon ng ekonomiya sa gitna ng coronavirus disease-19 (COVID-19) pandemic.
“The blood of our heroes flows in all of our veins. We are all capable of extraordinary courage in rising up to the challenges of these extraordinary times. Our heroes set aside their personal benefit for the good of the country. Patriotism comes in many forms. Each and every one of us can serve our country in our own personal capacity, like our health frontliners during the height of the pandemic, our law enforcers who kept us safe, or the delivery rider who took care of our needs. We are all heroes-in-waiting, given the right motivation,” dagdag pa ng Speaker.
Sa kanyang ikalawang termino bilang kinatawan ng Tingog partylist, abala rin ang butihing may-bahay ni Speaker Romualdez na si Rep. Yedda Marie Romualdez kasama si Rep. Jude Acidre sa pagbalangkas ng mga panukalang batas na pakikinabangan ng Sambayanang Filipino.
Iniakda nina Reps. Yedda at Acidre ang House Bill No. 2345 na layong pagkalooban ang mga empleyado sa private and public sectors ng 10-day bereavement leave buo ang sahod upang malaya itong magluksa at maka-recover sa pumanaw na mahal sa buhay na hindi apektado ang kanyang hanap-buhay.
Base sa explanatory note ng House Bill 2345 sa kasalukyan, ang mga empleyado ay entitled lamang sa mga susunod na statutory leaves: service incentive leave; maternity leave or paternity leave, whichever is applicable; parental leave for solo parents; special leave for women, and leave under the Violence Against Women Act. Gayunpaman, walang mandatory leaves na ipinagkakaloob sa empleyado na nawalan o namatayan ng mahal sa buhay.
“Section 18, Article Il of the 1987 Philippine Constitution mandates the State to protect the rights of workers and promote their welfare. It affirms the duty of the State to provide full protection to and promote the rights of the laborers which includes their right to paid days off to improve their well-being and efficiency.”
Panibagong pag-asa sa ‘endo’
‘IKA nga, ‘wag mawalan ng pag-asa sa buhay hangga’t may aasahan.
Eto ang magandang balita para sa mahigit 600,000 contractual o casual employees sa gobyerno, batay sa record ng Civil Service Commission o CSC noong 2017.
Muling inihain sa Kamara de Representantes ang panukalang batas para tuldukan na ang isyu ng “end of contract” ng mga nagtatrabaho s gobyerno.
Naghain si Kabayan partylist Rep. Ron Salo ng House Bill 521 o panukalang Automatic Civil Service Eligibility Act upang magkakaroon muli ng panibagong pag-asa ang mga contractual at job order employees sa gobyerno na maging regular sa kanilang trabaho kahit wala silang civil service eligibility.
Sa ilalim ng panukalang batas, awtomatikong mabibigyan ng civil service eligibility ang isang casual employee kapag nagtagal ito ng tatlong taon pagta-trabaho sa gobyerno kahit naputol ang kanyang serbisyo, subalit pagkakalooban pa rin ito ng Civil Service Eligibility ang isang contractual, casual o job order employees kung nakapag-serbisyo ito ng kabuuang limang taon.
Sabi ni Salo, ang pangunahing dahilan kung bakit hindi mabigyan ng full entitlement ang mga contractual, casual o job order employees dahil wala silang eligibility para maging kuwalipikado at ma-regular sa kanilang trabaho sa gobyerno.
Dagdag pa ng mambabatas, kailangan din na maging ehemplo ang gobyerno sa private sector lalo na’t itinutulak ng estado na tapusin ang “Endo” o 5-5-5 scheme at sumunod sa Labor Code na sa loob ng anim na buwan ng employment dapat ma-regular na ang empleyado.
Noong panahon ni dating Pangulong Rodrigo Duterte, umapila ito sa Kongreso na magpasa ng panukalang batas na layong magkaroon ng karapatan sa security of tenure hindi lamang para sa mga government employees kundi pati na rin sa private sector’s casual and contractual employees.
Certified as urgent ni Pangulong Duterte.ang anti-endo bill at patuloy na umaapila sa Kongreso na ipasa ang anti-endo law bago matapos ang termino ng Pangulo.
Hindi kasama sa 19-point legislative agenda ni President Marcos ang “anti-endo bill” subalit umasa tayo na maipapasa ang panukalang ito ngayong 19th Congress upang matapos na ang sakripisyo ng mga contractual employees sa private and public sectors.
