EDUKASYON AT SARA (6)

MALAKI ang inihina ng sistema ng edukasyon ng bansa. Kung ihahambing sa mga mag-aaral ng mga karatig bansa sa Asya, kulelat ang estudyanteng Pinoy sa larangan ng matematika at agham at sa kakayahan umunawa sa mga binasa. Hindi tumugon sa pangangailangan ng bansa ang mga pagbabago sa sistema ng edukasyon sa nakalipas na 50 taon.

Binuo ang Presidential Commission to Survey Philippine Education (PCSPE) noong 1970 at pinag-aralan ng komisyon ang lakas at kahinaan ng buong sistema ng edukasyon ng bansa. Inabot ito ng deklarasyon ng batas militar, ngunit pinirmahan ni Ferdinand Marcos ng PD 6-A na ang layuinin ay gawing batas ang mga rekomendasyon ng PCSPE.

Layunin ng “Educational Development Decree of 1972” ang pagbalangkas ng sistema kung saan na itinalaga ang K-10 bilang sistema sa elementarya at hayskul. Pinalakas ang Department of Education na naging Department of Education, Culture, and Sports (DECS) bilang tagaugit ng edukasyon ng bansa kalaunan. Kasama sa dekreto ang sampung taon na programa upang palakasin ang edukasyon ng bansa.

Kasama sa 10-taon na programa ang mga dagdag ng pasilidad sa mga pampublikong paaralan, pagpalakas ng academic standard, pagpapagaan ng pagpapatala ng mga mag-aaral, at pagtindi ng pag-aaral sa matematika, agham at teknolohiya. Kasama sa programa ang pagtulong sa mga pribadong paaral upang lumakas at maging kasama ng pampublikong paaralan.

Binuo noong 1990 ng Kongreso ang Joint Congressional Commission on Education (EDCOM). Sinuportahan ito ni President Cory Aquino nang lagdaan niya ang resolusyon na nagtatag nito. Pinangunahan ito ni Senador Edgardo Angara, isang kilalang manananggol at edukador na dating pangulo ng University of the Philippines (UP). May kasamang siyam na mambabatas si Angara mula sa Senado at Kamara de Representante. Nagtrabaho ng dalawang taon ang EDCOM at naglabas ito ng maraming mungkahi na naging batayan ng mga sumunod na pagbabago sa sistema ng edukasyon ng bansa.

Kasama sa mga rekomendasyon ang pagbuwag sa DECS sa Department of Basic Education (Deped ngayon), TESDA, at CHED. Iminungkahi na hinihiwalay ang aspeto ng culture and arts, at sports sa DECS. Marami pang mungkahi ang EDCO na paunti-unting sinunod ng mga sumunod na administrasyon.

MAHIGIT 30 taon na ang nakalipas mula ng buuin ang EDCOM. Marapat lang na magkaroon muli ng pagrepaso sa sistema ng edukasyon. Hindi namin alam kung batid ni Sara Duterte ang pangangailangan ng repaso sa sistema habang patuloy ang dausdos ng buong sistema kung ihahambing ang uri ng ating mga graduate sa mga graduate ng ibang bansa.

Nakatakdang magdiskurso sa Lunes si BBM at hindi namin alam kung may babanggitin siyang pagbabago tungkol sa isyu ng edukasyon sa kanyang SONA. Gayunpaman, wala kaming naririnig kahit gaputok , o katiting- mula sa labi ni Sara tungkol sa anumang panukalang pagbabago sa educational system.

Hindi edukador si Sara. Manananggol siya na nagtapos ng abogasya sa San Beda School of Law at San Sebastian College. Babahagya ang nalalaman, kung mayroon man, ni Sara sa usapin ng edukasyon ng Filipinas. Ang alam niya ay redtagging. Sa maikli, mababa ang tingin kay Sara pagdating sa edukasyon ng mga Filipino.

MALINAW si Harry Roque ang nagrekomenda kay Rodrigo Duterte na kumalas sa ICC. Babalandra sa mukha ni Harry ang rekomendasyon dahil tutuluyan ng ICC si Duterte sa sandaling ipahayag bukas ang desisyon kung tuloy o hindi ang formal investigation.

Harry Roque, whom Leila de Lima has described a “self-styled international law expert,” was the purported legal adviser, who told Rodrigo Duterte to withdraw Philippine membership in the Rome Statute, the multilateral treaty that has created the International Criminal Court (ICC). In the limited view of this pretender, the withdrawal of the Philippines from the ICC could be a way for Duterte to escape investigation and prosecution. He allegedly insisted to Duterte that the withdrawal would lose any ground for the ICC to investigate Duterte’s crimes of mass murder. He erroneously thought that because of the withdrawal, the ICC would have no cooperation from the Philippine legal authorities in the investigation process. Ergo, the process would die a natural death. The Queef was totally wrong in his assumptions.

Harry did not read assiduously the provisions of the Rome Statute. The Queef did not understand that the founding fathers of the Rome Statute – and eventually the ICC – have foreseen the possibility that leaders of member-states that commit violations, which the ICC is empowered to investigate and prosecute, could lead in their withdrawal from the ICC, believing in the collapse of its investigation process on the member state. Among the fine prints of the Rome Statute is that even if a member-state withdraws, the investigation and prosecution of their leaders’ crimes while they were a member-state continues. This is the reason the ICC continues to process the charges of crimes against humanity against Duterte and his cohorts. Duterte and his evil company got the bad, wrong advisc from Harry Roque. The blind were led by the equally bilnd. Mayabang lang. Mahangin lang si Harry. Nabola sila ng mahangin. Nadala sila ng taong nagmamagaling lang at hindi totoong magaling.

HINDI nawala sa eksena si Chief Justice Ma. Lourdes Sereno kahit pinagtulungan siya ng kapwa mahistrado at tanggalin sa Korte Suprema sa paraan na hindi nakabatay sa Saligang Batas. Itinayo niya kasama ang mga tagasuporta ng isang NGO, Bawat Isa Mahalaga (B1M) upang tumulong sa kapus-palad.Naglabas sila ng isang pahayag na walang titulo ngunit sumusuporta kay Baguio City Mayor Benjamin Magalong. The “pork barrel” system continues to be an appalling reality in Philippine politics and a curse to the nation. Baguio City Mayor Benjamin Magalong recently gave a warning that the national debt has reached unsustainable levels, breaching the threshold of 60 percent of Gross Domestic Product (GDP). He fears that the Filipino people may not be able to repay it.

He also pointed out that corruption in government only makes the debt problem a heavier burden for the Filipino people to bear. Mayor Magalong revealed that unscrupulous legislators and local officials have been enriching themselves through tainted infrastructure projects at the expense of Filipino taxpayers.

He revealed that contrary to the denials of most politicians, legislators and local executives receive kickbacks of between 20% to 40% of the cost of public works projects. He also points out that many lawmakers not only take cuts from these projects, but also act as contractors and suppliers. This confirms the pronouncements of former Deputy Ombudsman Cyril Ramos in 2019 that as much as 20% of national budget is lost to corruption every year.

Because of this practice, contractors have to make do with a smaller budget, which leads to substandard projects. He said this is common knowledge among local officials but no one will admit to it. He laments the lack of transparency and accountability among public servants today.

He posed a challenge to legislators to sacrifice their pork barrel funds to help reduce the national debt. None has taken the challenge so far. Mayor Magalong himself admitted that he did not expect any action to be taken on this issue, since even his colleagues have discouraged him from talking about it. Nonetheless, we salute Mayor Magalong for speaking out against the pork barrel issue and for upholding the value of integrity in public office.
