IPINABABASURA ng Department of Budget and Management (DBM) ang parehong Senate Bill na inihain nina Senator Manny Pacquiao at Ramon ‘Bong’ Revilla na naglalayong magtatag ng Philippine Boxing and Combat Sports Commission (PBCSC).
Iginiit sa liham ni DBM Secretary Wendel E. Avisado kay Senator Christopher Lawrence ‘Bong’ Go, Chairman ng Senate Committee on Sports, na ang Senate Bill No. 193 at 805 “A Act Creating the Philippine Boxing Commission and Combat Sports Commission and Providing Funds Thereafter”, ay walang dudang duplikado lamang sa mga gawain at responsibilidad ng dalawang ahensiya ng pamahalaan – ang Philippine Sports Commission (PSC) sa amateur at Games and Amusements Board (GAB) sa professional sports.
“In View of the foregoing, we are constrained from supporting the proposed legislative measures since the government already has existing institutions and mechanism/system in Philippine Sports Commission and Games and Amusements Board relative to the regulation of sports, such as boxing.
We deem it more prudent to first review/ reassess the existing functions, program, and project as well as organizational set up of the said agencies to identify and address gaps, weaknesses, or overlaps, if any, rather than establishing a separate agency for the purpose,” giit ni Avisado.
Hiningi ng Senado ang pananaw ng DBM hingil sa naturang Senate Bill dahil sa pangangailangan nito ng budget na may panukalang P150 milyon para masimulan ang naturang commission.
Naging sentro sa rekomendasyon ng DBM ang Section 1,5 at 6, ng naturang Senate Bill na tumutukoy sa ‘On the creation, functions and composition of the Philippine Boxing and Combat Sports Commission (PBCSC)
“We deem that the proposed functions, programs and activities of the (PBCSC) are already inherent /currently being undertaken by the Philippine Sports Commission and the Games and Amusements Board.
Sa Section 4 -On the PBCSC as an attached agency to the Office of the President (OP), klinaro ni Avisado ang katayuan ng DBM dito.
-The proposal to lodge the Commission under the OP is not in line with the policy of limiting the agencies under the immediate supervision of the OP.
Consistent with Section 1 of the Executive Order (EO) No.72, s. 2002,an agency shall be under or attached to the OP only if -it is chaired by the President, or if its mandate or functional concerned require the immediate attention of the President or cut across sectors or cannot be aligned with those of any of the departments, or if its renders direct staff support to the President ,” paliwanag ni Avisado.
Sa isinagawang public hearing sa naturang Senate Bill bago ang lockdown dulot ng coronavirus (COVID-19) pandemics, nagkakaisa ang mga boxing at combats sports stakeholders na hindi kailangan ang bagong commission dahil nagagampanan ng GAB ang responsibilidad at tungkulin nito para mapangalagaan ang estado ng pro sports, higit yaong mga boxers at combat fighters.
“Hindi na kailangan ang PBCSP dagdag gastusin lang ito sa gobyerno. Under the chairmanship of Abraham ‘Baham’ Mitra, mas lalong naging maganda ang sistema at patakbo sa pro sports. GAB lang ok na,” pahayag ni Muay Thai president Gen. Lucas Managuelod sa petition paper na sumusuporta sa GAB.
Mula ng mailuklok ng Pangulong Duterte sa GAB, naisulong ni Mitra ang pagkakaroon ng libreng medical at dental tests para sa mga boxers at combat sports athletes na naging dahilan para. parangalan ang GAB bilang ‘Commission of the Year’ ng pamosong World Boxing Coumcil (WBC) noong 2017.(Danny Simon)
