SOPLA ang inabot kay Manila city administrator Bernie Ang ni former second district Congressman Carlo Lopez nang sabihin nito na siya at ang kanyang pinsan na si former first district 1 Congressman Manny Lopez at Alex Lopez na natalo sila sa eleksyon dahil sa massive fraud at vote-buying. Sinabi ni Ang na sila ang maraming dapat na ipaliwanag sa pagkakaugnay sa mga gawaing may kinalaman sa vote-buying gamit umano ang pondo ng gobyerno.
Binanggit ni Ang na katibayan at nagpahayag din ng suporta sa resolusyon ni Manila District 2 Representative Rolando Valeriano sa House Committee on Suffrage and Electoral Reforms na mag- conduct ng inquiry, in aid of legislation, sa paggamit ng public funds para sa election campaign at vote-buying ng ilang kandidato para sa iba’t-ibang posisyon sa Maynila nitong nakaraang May 2022 elections.
Ito ay unanimously adopted ng ilang Manila Congressmen na kinabibilangan nina Ernix Dionisio (District 1); Joel Chua (3rd district); Edward Maceda (4th district); Irwin Tieng (fifth district) and Bienvenido Abante (6th district).
Ang tinutukoy na pondo ay ang Assistance for Individuals in Crisis Situations (AICS) Program ng Department of Social Welfare at ang Development and the TUPAD (Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers) ng Department of Labor and Employment (DOLE).
Sinasaad sa resolusyon na sa panahon ng campaign period para sa May 2022 polls, “then Manila mayoralty candidate Alexander Tantoco Lopez, with his entire team, were reported to arrive during, before or after, DSWD-AICS payouts or DOLE-TUPAD Orientation seminars. These payout events or orientation seminars turned out to be campaign rallies for Lopez’s ticket, including his vice mayoralty, congressional and councilor candidates, none of whom were incumbent public officials and without any right or reason, to be present in such official events.”
Sinabi ni Valeriano na bago at matapos na maipamahagi ang cash assistance, ang mga beneficiaries ay ginawang audience, habang nagtatalumpati ang mga kandidato at nangangampanya para sa posisyong nais nilang masungkit.
“Clearly, such actions were a form of vote-buying, as money was given directly to induce the beneficiaries, to vote for said candidates or against their opponents… certain DSWD and DOLE officials and employes conspired to commit the vote-buying and with the use of public funds at that, for the said partisan political activities,” sinasaad sa resolusyon.
“While the matter was brought to its attention, the Commission of Elections (Comelec), it failed to accordingly act on it, but allowed it to persist during the said election campaign period,” ayon pa sa resolusyon.
Ang AICS ay nagsisilbi bilang social safety net o stop-gap mechanism upang masuportahan ang pagrecover ng isang indibidwal o pamilya mula sa hindi inaasahang krisis tulad ng sakit o kamatayan ng isang miyembro ng pamilya o maging ng natural o man-made disasters at iba pang krisis na sitwasyon.Ito ay nagkakaloob ng cash assistance para sa medical, burial, transportation, educational at iba pang monetary assistance sa pamamagitan ng Department of Social Welfare and Development (DSWD) Field Office, sa puntong ito ang DSWD-NCR-Manila Field Office, ang gumagawa ng scheduling at conduct ng payout events o distribusyon ng cash assistance sa mga beneficiaries.
Sa kabilang banda ang TUPAD ay community-based package na tulong para sa emergency employment para sa mga displaced workers, underemployed at seasonal workers sa loob ng minimum na 10 araw kung saan ang nagangasiwa dito ay ang Department of Labor and Employment (DOLE) Field Office, at sa puntong ito ang DOLE-NCR-Manila Field Office ang siyang nagtatakda ng orientation seminars sa mga beneficiaries, bago sila magtrabaho at mabigyan ng sweldo.
