MATINDI ang alinlangan kung batid at nauunawaan ni Sara Duterte ang lawak at lalim ng epekto sa edukasyon ng kabataan nang ipataw ng kanyang ama ang pinakamarahas at malupit na lockdown sa kasagsagan ng pandemya. Mukhang hindi. Mas alam niya ang magbintang sa kapwa, o “red tagging,” ipilit sa Kongreso ang pagpasa ng batas na magbabalik sa ROTC, at igiit ang “toothbrush drill” na mas maigi ang mga magulang ang magturo sa kanilang anak.
Ito ang sa tingin namin ay dahilan kung bakit hindi nagsasalita si Sara sa mga isyu ng sektor ng edukasyon na humaharap sa bansa. Imbes na magbigay ng pahayag sa direksyon ng edukasyon pagkatapos ng malupit ng lockdown, mas pinili ni Sara ang ibang direksyon, iyong direksyon na walang halaga sa edukasyon kahit siya ang kalihim ng Department of Education.
Maliban sa masidhing pangamba at takot na mahawa sa virus, nagdulot ng pandemya at lockdown na maraming kaganapan tulad ng suspensyon ng klase, gambala sa mga pang araw-araw na gawain, dagdag na bagahe sa kalusugan sa pag-iisip ng mga mag-aaral, at malaking kabawasan ng suporta ng mga awtoridad sa mga paaralan. Nagkaroon ng bagong modelo sa klase at ito ang pagkakaroon ng online classes bilang kapalit sa face-to-face na uri ng pag-aaral.
Nagdala ng maraming suliranin ang pagkakaroon ng online classes. Pinakamalaking suliranin ang kakulangan ng mga makabagong mobile gadget na ginagamit sa online classes. May problema rin sa time management ng mga bata. Kailangan nilang ayusin ang kanilang iskedyul sa pag-aaral at ang mga gawain sa bahay.
Problema rin ang online classes sa disiplina.Iba pa rin ang tipunin ang mga bata sa isang klase upang turuan imbes na hayaan sila sa kanilang iskedyul sa pag-aaral. Bukod diyan, apektado ang mga bata sa pagsasara ng kani-kanilang paaralan, kakulangan ng gamit upang makasali sa mga gawaing aralin, at kakulangan ng access sa mga online material. Problema rin ang maburo sila sa tahanan.
Pansamantalang nakitaan si Sara ng kaalaman sa kanyang gawain sa Deped. Minsan nasabi niya ang mga sumusunod ng hirangin siya ni BBM bilang education secretary: “The lack of school infrastructure and resources to support the ideal teaching process is the most pressing issue pounding the Philippine basic education,” she said. Wala ng sumunod dito. Ang sumunod ay mga pahayag na walang katuturan at kinalaman sa kanyang gawain sa Deped. Mukhang hindi siya seryoso sa mga gawain sa Deped. Indi niya alam ang mga pangunahing usapin sa edukasyon. Mistulang local politician pa rin siya na walang pakialam sa national politics.
Pinakamaganda na palitan siya at ilagay sa isang department na hindi siya magkakalat. Marapat na pumili si BBM ng isang bagong kalihim na totoong edukador at hindi pulitiko tulad ni Sara. Iyong totoong edukador na ginugol sa buhay sa larangan ng edukasyon. Panahon na rin na magkaroon ng bagong programa sa edukasyon upang tuluyang bumangon sa epekto ng nakalipas na lockdown.

ITO ang sagot ko sa isang post ng isang netizen na salat sa kasanayan (skill), galing sa paglikha (craftmansip) at diskarte (ingenuity) ang mga Filipino na gumagawa ng lokal na jeep. Hindi niya alam ang sinasabi niya. Pakibasa na lang:

Mr. Sarao and other manufacturers were so independent of government and they liked it. So long as the government did not interfere, or “huwag lang makikialam ang gobyerno” was their collective mantra. At that time, Marcos was a dictator. He did not fancy of jeepney manufacturers because they were small. At that time, it paid to stay small. If some guys became big, they were susceptible to takeovers, as Marcos then had unlimited powers.
The 1983 Ninoy Aquino murder and the inability of many countries, including the Philippines, to pay its foreign debts led to economic recession. When the Cory Aquino government took over in 1986 after two years of economic recession (GDPs in 1984 and 1985 were -7.2 %), we found ourselves weak economically. Manufacturers like Sarao etc. could hardly recover. Their plan to modernize was perpetually shelved.
Jeepney producers could not produce sufficient units to replace aging ones. By late 1980s, Japanese manufacturers came out with public utility vehicles with aircon… or the so-called FXs. Local manufacturers were doomed. Lack of ingenuity? You have to eat your words … Local producers were victims of circumstances …”
