‘KILL KILL KILL’ (4)

SA isang tsapter ng aking aklat “KILL KILL KILL Extrajudicial Killings in the Philippines; Crimes Against Humanity v. Rodrigo Duterte Et. Al.,” ibinahagi ko ang laman ng 188-pahina expanded affidavit ni SPO3 Arturo Lascanas kung saan isiniwalat niya ang mga detalye ng operasyon ng Davao Death Squad (DDS), ang pangkat ng magkasamang pulis at sibilyan na gumawa ng maramihang pagpatay sa Davao City. Nahaharap si Gongdi at mga kasapakat sa sakdal ng crimes against humanity sa International Criminal Court (ICC). Halaw ito sa Chapter 7: Hitman’s Confessions:

OPERATIONS OF DDS. According to the second affidavit: “The DDS funding or financial logistics came from the ‘Peace and Order’ or ‘Intel fund’ of Mayor Rodrigo Roa Duterte. This includes our weekly gas slip allowance (150 liters per week in my case), and our monthly cash allowance which we called ‘pakurat.’ In my case, my monthly ‘pakurat’ increased from P35,000 to P50,000 after I killed a certain Allan Sy and his group in 2004. It was later increased to P120,000. We also received a yearly Christmas cash gift of P150,000. Our perks also included the signing authority for meals and drinks in different restaurants in Davao City proper, by our senior and ranking policemen members of the Mayor’s Unit or Anti-Crime Task Force.”

On intelligence information gathering of the DDS: “The DDS intelligence network include some barangay officials, government employees, and private individuals who all provided Mayor Duterte names of suspected criminals, shabu users, and pushers in their respective areas in Davao City, in compliance to Mayor Duterte’s war on drugs in Davao City and in obedience to his Kill, Kill, Kill policy.”

On DDS operations Lascanas said: “Motorcycles were the DDS’ common attack transportation and get-away vehicle. The DDS back-up and perimeter elements usually used two or three four-wheeled vehicles, mostly armed with assault rifles, and one or two elements would wear their respective police uniforms (If required by the overall Team Leader) as a semblance of legality and regularity in the performance of our sworn duty, ‘To serve and protect’ (in case there is a situation that is unfavorable to the hit-team that may jeopardize our entire operation). The DDS hit-team’s common firearm used during killing operations was a caliber .45 pistol. Sometimes, we would use caliber 9mm hand gun. The DDS mode of communication during killing operations was thru our issued ICOM handheld radio communications equipment and cellphones (DDS operatives carry more than two cellphones).”

Lascanas continued: “In stabbing operations, DDS’s most common weapon was a made-to-order double-bladed slaughter-type knife (7 inches) with rubberized handle. The ‘Abantero’s’ (killer) handgun became the secondary weapon. DDS stabbing operations is a gang-war style of killings. During the Anti-Crime Unit, our experts in stabbings were Larry Manriquez and alias ‘BoBoy Maldito.’ In the police ranks, he was PO1 Jun Naresma.”

Lascanas said: “In the abduction operations of the Duterte Death Squad, the hit-team would always carry with them a nylon-cord rope, more or less 2 1/2 foot in length and more or less 1/4 inches in width, with steel handle on both ends used as guillotine to choke the victim to death silently;10 packaging tape; tie-wire; and sometimes choloroform chemical and sleeping tablets in order to disable and immobilized the victim. In every killing operation of DDS operatives, the regular policeman always carried a secondary weapon, mostly a caliber .22 ordinary ammo pistol equipped with silencer. I, myself, carried a caliber .25 pistol (a small handgun given to me by Mayor RRD for assassination purposes) equipped with silencer and ammo. We usually used these weapons with silencers in Laud quarry mass graves, Mandug mass graves, Ma-a mass graves, and in some special projects that required silence. During the Heinous Crime Group period.”

Lascanas said: “We did the same kind of modus operandi killings but this time, we had our newly-purchased motorized boat/banca we called ‘The Death Boat.’ The usual attire of DDS hit-team during killing operations were a loose polo shirt, sweat shirt, long sleeves, sometimes short-pants, ball-cap, helmet, bonnet or ski masks, and sunglasses.

PLANT EVIDENCE. Lascanas said: “During ‘Salida’ or ‘Scenario’ operations (NANLABAN), DDS operatives had their so-called ‘Agriculturist,” an operative, usually a regular policeman, whose duty was to plant evidence which was usually a caliber .38 “Paltek” revolver (unregistered, locally-made handgun), a hand grenade, and illegal drugs and shabu paraphernalia. During the Heinous Crime Group, our top ‘agriculturists’ were PO3 Enrique ‘Jun’ Ayao and PO3 Jovencio ‘Jun’ Jumawan, followed by then PO2 Joy Francia and Ronald Lao. During the Anti-Crime Task Force, I and SPO4 Fulgencio Pavo were the ‘agriculturists,’ our master-in-chief agriculturist was SPO4 Dick Cloribel.”

Lascanas cited instances, when Duterte agreed on the adapted strategies and tactics in DDS operations. He said: “During the city Directorship of Senior Superintendent Isidro Lapeña of the Davao City Police Office, now retired police director, and now TESDA Director General, I was assigned as Intelligence operative under the Investigation Section, [Davao City Police Office], under then Chief Inspector Ildefonso Asentista, our former Anti-Crime Unit Deputy Commander. On one occasion, we had a late-lunch meeting called by Mayor Rodrigo Roa Duterte (RRD) in Lanang Beach Club, Lanang, Davao City. In the meeting were Mayor RRD, then SPO4 Sanson Buenaventura– Mayor RRD’s Chief security, Senior Superintendent Isidro Lapena – our City Police Director, then Chief Inspector Ildefonso Asentista– the city police deputy director for Intelligence Investigation, then SPO4 Fulgencio Pavo, SPO4 Bienvenido Laud, SPO3 Jeremias Baguhin, then SPO1 Jim Tan (assigned in Sta. Ana Police Station – D.C.P.O.), and I. During that late lunch meeting, for it was already 3 o’clock P.M., then Mayor, now President Rodrigo Roa Duterte emphasized, and encouraged our group to accomplish at least two or three hits (killings of drug suspects and suspected criminals) a day. He offered again a minimum reward-payment for every hit (killed) of P20,000 cash money, up to P100,000 cash money the maximum, to which our group, led by our city police director Sr. Supt. Isidro Lapena, joyfully agreed.”

Lascanas narrated: “Then Sr. Supt. Isidro Lapena suggested and proposed to Mayor Rodrigo Roa Duterte an optional back-up operational plan, that in lieu of summary executions, salvaging or extra-judicial killings, we would abduct/kidnap the target personalities, in order to soften the impact of media query on series of killings by motorcycle riding-in-tandem assassins, and bury them in SPO4 Ben Laud’s quarry in Ma-a, Davao City. It would appear that the case would only be ‘missing person.’ Our group tagged it ‘M.I.A. or missing in abduction.’ Without blinking an eye, Superman RRD approved it without thinking.”

He continued: “I could recall that Mayor RRD asked SPO4 Ben Laud about other available secluded area as fall-back area deep inside the Laud quarry. SPO4 Ben Laud replied to Mayor RRD that his place, the Laud quarry is more than 20 hectares of total land area, and he has already prepared an area deep inside the Laud quarry exclusive only for our group’s special use in enforcing the optional back-up plan of our City Police Director Sr. Supt. Isidro Lapena, as approved and cleared by Superman Mayor Rodrigo Roa Duterte. Then Mayor RRD assured SPO4 Ben Laud of additional funding from his ‘Intel Fund’ for maintenance of said area, converted into another mass grave.
