APRUBADO na sa House of Representatives ang isang batas na mamahala at gagabay sa lahat ng medical professionals sa bansa. Ang panukalang “Physicians Act” na pangunahing iniakda at inisponsor Rep. Angelina “Helen” Tan ng 4th District ng Quezon, ay layuning i-repeal ang outdated o wala na sa panahong Medical Act of 1959 na wala ng pakinabang sa scientific advancements at medical landscape ng makabagong panahon.
Ipinaliwanag ni Tan, na isa ring medical professional at Chairperson ng Committee on Health, na sakop ng Physicians Act ang regulasyon ng medical education, kabilang dito ang clinical clerkship, post-graduate medical internship, licensure at residency program.
“There are a myriad of problems besetting the medical profession revolving around medical education, licensure, practice, and specialization. This bill seeks to fill in the gaps created over time and streamline the entire medical education from pre-med, medicine proper, licensure, general practice up to specialization and, further, sub-specialization which the already “antiquated” Medical Act has not anticipated to branch out, grow and develop”, pahayag niTan.
Layunin ng batas ang makapagtatag ng Integrated National Professional Organization of the Physicians, na magsisilbing national organization kung saan lahat ng doktor ay magiging mandatory member – ito ay isang modelong ginaya sa Integrated Bar of the Philippines.
Ipinaliwanag pa ni Tan na.. “This organization will become a partner of the government authorities in all its activities concerning physicians. A unified group of physicians will definitely elevate the standards of the medical profession, improve healthcare delivery, and enable the physicians to discharge their responsibility more effectively.”
Isa sa pinakamahalagang katangian ng batas na ito ay ang paglikha ng Post-Graduate Medical Education na siyang mamamahala sa standards, policies, certification at training ng lahat ng post-graduate trainings ng doktor o ng medical residency, isang malaking kaibahan sa umiiral na practice sa ngayon kung saan ang Philippine Medical Association’s Specialty Societies na isang pribadong entity ang siyang namamahala ng training at certification ng specialists at ilang taon ng self-regulated.
“The intention in creating this body is to streamline the certification of specialists in the country and to have a national regulatory and quality assurance arrangements for education and training for medical professionals. There have been several problems in residency/specialty and fellowship training such as difficulty in obtaining slots, prioritization in selection of trainees to address the need for equitable training program, overworked and underpaid residents, which may be attributed to the absence of a government regulatory agency or body that will supervise and monitor the conduct of medical residency/specialty or fellowship trainings in the country. If we want a better healthcare system especially in these trying times, we should shift our focus to the manpower that fuels it”, pagbibigay diin ni Tan.
Nagtataglay din ang batas na ito ng regulasyon na gagabay sa medical residency training at magkakaloob humane working conditions para sa mga residents, kabilang na ang maayos na sahod at iba pang benipisyo, at higher standards of professional conduct.
Sa oras na maipatupad na ang Physicians Act ay umaasa na matutugunan ng batas na ito ang maraming suliraning sumusulpot sa medical organizations sa bansa na nagdudulot ng kalituhan sa Professional Regulation Commission, lalo na sa pagtupad ng obligasyon ng bansa sa ASEAN Integration, ASEAN Mutual Recognition Arrangement (MRA) on Medical Practitioners kung saan ang Pilipinas ay isa sa signatory.
