WALANG dahilan upang manatili sa kulungan si Leila de Lima. Tulad ni Gigi Reyes, pinagkaitan si Leila ng kanyang karapatan sa mabilis na paglilitis. Dahil walang abogado si Leila na kasing sikat at bagsik ni Estelito Mendoza, ang abogado ni Gigi, hindi nalilitis ng maayos si Leila. Patuloy na nilalaro ng hukuman ang asunto ni Leila.
Totoong makabago ang desisyon ng Supreme Court sa usapin ni Gigi Reyes, ang dating chief of staff ni Juan Ponce Enrile, ayon kay Antonio La Vina, ang batikang propesor sa batas. Pinalaya si Gigi batay sa desisyon ng pinakamataas na husgado na nagsabing pinagkaitan siya ng karapatan ng mabilis na paglilitis. Nakulong ng siyam na taon si Gigi dahil bahagyang umusad ang kanyang kaso ng pandarambong sa hukuman.
Nasa kulungan si Leila dahil tulad ni Gigi, hindi umuusad ang kanyang asunto. Minsan sa isang buwan ang paglilitis ni Leila. Maraming teknikalidad ang inihaharap ng gobyerno upang maharang ang paglilitis ni Leila. Ngunit binanggit ni Boying Remulla, kalihim ng DoJ, na hindi siya tutol sa pansamantalang paglaya ni Leila. Hindi namin alam kung ano ang balakid sa kanyang paglaya. Masidhi ang pagharang sa kanya.
Panahon na upang lumaya si Leila. Sinira ng kampo ni Rodrigo Duterte ang buhay ng butihing tagapagtanggol ng karapatang pantao. Panahon na upang muling pulutin ni Leila ang mga pira-pirasong pangarap na sinira ni Rodrigo Duterte.

HINDI lang online banking ang pinasok ng mga sindikato. Pinasok nila ang online lending at nagpapautang sila sa mga hindi kilala sa pamamagitan ng makabagong teknolohiya. Mabilis magpautang ang mga online lender sa mga nangangailangan. Kahit ilang libo ang hiramin sa kanila, nakukuha ng mga nangangailangan ang kanilang inutang. Ngunit malaki ang interes at kadalasan, hindi ito naaayon sa batas ng pagpapautang. Pag-aari ng ilang mainland Chinese, hindi sila Chinoy, ang ilang online lender. Galing sila sa China.
Kapag hindi nakabayad, nandiyan ang mabigat na problema ng nangutang. Kukulitin na may halong pagbabanta ng mga online lender ang mga kaibigan at kamag-anak ng nangutang upang pilitin na bayaran ang inutang. Tatakutin at hihiyain para tugunan ang sapilitang pagbabayad sa utang. Mayroon nangutang ang nagbalita na nagpakamatay dahil sa matinding kahihiyan. Minsan, ginawa ang ganyan sa isa namin kakilala. TUNGKOL sa plano ng mga biktima ng bank scam na magsampa ng class suit, o sama-samang demanda kontra sa mga bangko, nakatanggap kami ng mga katanungan mula sa mambabasa kung kanino dapat kumontak. Ibibigay namin ang mga pangalan ng mga contact person sa pamamagitan ng pribadong komunikasyon.
Hindi namin akalain na marami ang mga biktima ng bagong teknolohiya ng bangko kung saan pawang nangawala ang deposito sa mga sindikato na mukhang kakutsaba ang empleyado ng mga bangko. Sa huling bilang, umabot sa libo ang mga biktimang depositor.
Umabot na sa kaalaman ng mga mambabatas ang bank scam. Pangunahin si Senadora Risa Hontiveros na, sa aming balita, ay nakatakdang makapulong ang mga biktima. Mayroon nagdala sa amin ng komunikasyon ng mga biktima sa mga mambabataas. Inilalathala namin ang komunikasyon ng isang biktima kay Risa:
Consider this matter of urgent concern. This is about the rising number of incidents of bank frauds and scams. These instances of cyberfraud involved the unathorized transfers by unscrupulous parties of the hard-earned savings of mostly senior depositors into other accounts. In most cases, these people, who could be assumed part of bank syndicates, have taken prey on legitimate bank depositors, who are mostly untrained or unfamiliar with online banking. In these instances of cyberfraud, bank syndicates have also used private remittance agencies. Hence, syndicate members do not have to appear personally in bank branches to perform their nefarious activity.
Defrauded citizens have raised hell over these acts of cyberfraud, but the regulatory bodies like the Bangko Sentral of Pilipinas (BSP) appears to be lukewarm to the published reports of bank frauds. The usual response has been these issues are being “monitored” or under “investigation.” There has been hardly a solid, definitive action on these reports of bank frauds. They are hardly reports of official actions by the BSP and the bank themselves.
Traditional mass media outfits have been equally lukewarm to engage in the reportage of bank scams. They hardly play up cyberfraud. This is understandable. Mass media outfits are dependent on advertising revenues. Expanded commercial banks, where cyberfraud occurs, are among their biggest advertisers. It is an observable pattern that in published reports of bank fraud, the conscious effort is to avoid any reference of connivance of bank officers, employees, and other insiders with members of these bank syndicates.
The number of bank frauds has been on the upwing. Published reports said cyberattacks on BDO accounts could reach over 700 cases. BPI could have the same number. Security Bank, according to a victims’ support group, claimed it has about 300 cases by January. It could be surmised that instances of bank frauds and cyberattacks could reach 2,000 or 3,000. The number is not small and it could be said that bank frauds are not isolated cases by white collar criminal syndicates.
Syndicates employ various ways to defraud bank clients. They obtain valuable information about them in a method widely known as “phising.” They hack their accounts in social media, emails, and use these data to defraud them. Lately, they call up potential victims, pretend as bank employees, and entice them to enrol their accounts into electronic banking. It has been esy to enrol in online banking as depositors are required to give minimal information and presto, they have an electronic account with one-time passwords, which bank syndicates easily steal from bank clients they have enticed to enrol.
In most cases of cyberfraud, banks do not assume responsibility. Their usual reply is that they would launch an investigation into the loss of bank deposits. But it could be said that their unwritten policy is caveat emptor and depositors, who have bcome victims, are essentially left on their own. It could be surmised too that the current banking system is under question for the increasing number of bank frauds.
There are policy issues on bank scams. What is the extent of BSP’s regulatory powers on this issue? How about the banks? What are the state policy on banks involved in scams and cyberfraud? How about a revisit on the Bank Deposit Insurance Law? How about the inclusion of bank deposits that have been lost in cyberfraud in the insurance coverage?
We suggest the crafting of a resolution to call for a congressional inquiry “in aid of legislation” on this issue of urgent concern. We suggest to call victims into a meeting to narrate their modus operandi to defraud them.

OPISYAL na tumutol Si Student Regent Sigfried Severino ng University of the Philippines sa panukala na bigyan ng honorary degree honoris cause si Senador Mark Villar. Sa isang opisyal pahayag, sinabi ni Severino na hindi siya pumapayag na bigyan ng honorary degree si Mark Villar dahil sa hindi kanais-nais na bintang sa kanyang pamilya.
Sangkot umano sa pang-aagaw ng lupa ang kanyang pamilya, ani Severino. May mga nabalitang pagmamalabis ang pamilya ni Villar sa mga development project. Tumingkad ang mga isyu na ito nang nanungkulan si Villar bilang kalihim ng DPWH, ani Severino. Hindi naming alam kung may mangyayari sa balak na bigyang si Villar ng honorary degree.
