LASCANAS did not limit his revelations on the DDS operations as a criminal organization. His 188-page expanded affidavit contained many juicy details on the dynamics of power in the southern Philippine port city of Davao. How the major players in Davao City politics have played their games was disclosed by Lascanas without fear or favor. He has made his affidavit away from the prying eyes and fangs of the powerful elite in Davao City.
The reliability of his revelations could hardly be questioned because he was no longer in Davao City when he issued it. Besides, he has nothing to gain from his revelations and disclosures. Only through a thorough process of cross examination in an open court trial could debunk the assertions put forward by Lascanas in his expanded affidavit. The plot gets thicker with the second affidavit.
His expanded affidavit has dealt what could be viewed as the biggest blow to the budding political career of Vice President Sara Duterte, Rodrigo’s oldest daughter by first wife Elizabeth Zimmermann. Sara held thrice the post of mayor of Davao City for the period 2010-2013 (she had her father as vice mayor) and 2016-2022, or a total of nine years and vice mayor for the period 2007-2010 and 2013-2016, or six years. It was the tandem of Rodrigo and Sara, which dominated Davao City politics over the last 15-years for the period 2007 – 2022.
Rodrigo Duterte was mayor of Davao City from 1988-1998. He relinquished the mayoral post to become a single term member of the House of Representatives representing Davao City for the period 1998-2001. He went back to mayor of Davao City in 2001 until 2010. He relinquished the post to become the vice mayor of daughter Sara in 2007-2010 and mayor again in 2010-2016. He was mayor of Davao City for a total of eight three-year terms, or 24 years.
These are Lascanas exact words in his expanded affidavit, where he accused Sara Duterte of ordering him to abduct criminal elements in Davao City and bury them in the quarry so that they would be reported as “missing” and not “killed.” Except for some typographical errors and minor corrections of grammatical lapses, not much has been changed:
“It was several weeks in the year 2012 after Colonel Ronald ‘Bato’ dela Rosa was installed as City Police Director of the Davao City Police Office and the start of his ‘Tokhang’ operations when I was summoned, thru then Police Major Anthony Padua, Intel Officer of Colonel Ronald ‘Bato’ dela Rosa, to report to Colonel dela Rosa’s private quarters inside Camp Leonar in San Pedro St. Ext. Davao City where the Davao City Police Office is located. It was a Sunday and that was already past lunch time when I entered the private quarter of Colonel ‘Bato’ Dela Rosa. Inside was Colonel Ronald ‘Bato’ dela Rosa, alone, seated in front of the dining table taking his late lunch. He invited me to take my seat in front of him and to join him in eating but I declined to eat for I was already full.
INDAY SARA’S ORDER. “While eating, Colonel ‘Bato’ dela Rosa told me in Visayan dialect why he summoned me, and I quote: ‘Tur’ (short of Arturo, my first name) Nagkaistorya me ni Mayor Inday (referring to Davao City Mayor Inday Sara Z. Duterte – Carpio) parti sa atoang ‘Tokhang’ operation (as part of our Tokhang operation), ang order ni Mayor Inday sa akoa nga e-lay low sa nato ang ‘Pusil’ (killing thru shooting) sa atoang mga ‘Target’ personalities (shabu users and pushers and other criminal elements in Davao City). Kay samokan siya sa ‘media’ magsige ug pangutana na pud. Kidnapa (abduct) na lang ninyo ang inyong ‘target’ unya ilubong sa quarry (Laud quarry) para ‘missing’ lang, Kay ‘OK’ si Mayor Inday sa ana nga paagi.’ (I talked to Mayor Inday. As part of our Tokhang operation, she ordered us to lay low our killings through gun shooting because the media is asking too much. Just kidnap the targets then bury them in the quarry, so they would just go missing. She is OK with that way.), to which I answered, ‘Yes sir! Sultian nako ang grupo (I’ll inform my group). Colonel ‘Bato’ dela Rosa instructed me, ‘E inform ko Tur kung na-amo’y ma abduct nga ‘target’ ninyo.’ (Inform me, Tur, whenever you kidnap a target).”
From the expanded affidavit, it was clear that Sara Duterte, as mayor of Davao City, did not order any stop of extrajudicial killings (EJKs) in Davao City. What she wanted, according to dela Rosa, was for the DDS operations on EJKs to “lie low” because mass media was asking whenever there were incidents of EJKs. What then mayor of Davao City and daughter of Rodrigo Duterte wanted was to abduct the DDS targets, bring them to Laud Quarry, kill and bury them there so that they would be just declared “missing.” It was another variant of EJKs.
It was clear that she had knowledge of EJKs in her home city and did not bother to stop them. She also knew whom to talk to, as it appeared she tapped the guy, who had a working knowledge of the people, who were engaged and doing those EJKs.
CORROBORATION. Lascanas said that he called up Buenaventura to corroborate Sara’s order. To avoid any misinterpretation or imprecision, this is the narrative expressed verbatim by Lascanas in his expanded affidavit: “I later called up Retired Senior Police Officer (04) Sonny Buenaventura and relayed to him Colonel Ronald ’Bato’ Dela Rosa’s ‘Abduction Operation order’ to me, as allegedly ordered him by Mayor Inday Sara Duterte-Carpio. Sonny Buenaventura answered that he would personally confirm and verify the matter with Mayor Inday Duterte. Two days later, to my recollection, Sonny Buenaventura called me and instructed me to meet him at Caltex Gasoline Station parking area in front of SM Mall, Ecoland, Matina, Davao City because Mayor Inday Sara Duterte will meet him in the said place. Sonny Buenaventura wanted me to narrate personally to Mayor Inday Sara, about the ‘Abduction order’ of Colonel Ronald Bato’ dela Rosa regarding his ‘Tokhang’ operation. I agreed. I immediately proceeded to Sonny Buenaventura’s location. Upon my arrival on board my Strada pick-up vehicle at Caltex Gasoline station parking area, Sonny Buenaventura motioned me to board his pick-up vehicle.
“However, before I could do so, Mayor Inday Sara Z. Duterte-Carpio arrived on board her SUV (a Fortuner-like vehicle) color dark blue. Sonny Buenaventura then disembarked immediately from his vehicle and rushed to the vehicle of Mayor Inday Sara Duterte that stopped a few meters away from Sonny Buenaventura’s pick-up vehicle. I stood in front of Sonny Buenaventura’s pick-up vehicle, looking at them talking. Mayor Inday Sara Z. Duterte-Carpio did not get off from her vehicle while talking to Sonny Buenaventura and Sonny was standing on the left side of Mayor Inday Sara Duterte’s vehicle. Then, Sonny Buenaventura hand signaled to me to come near him.
“I saw Mayor Inday Sara Z. Duterte-Carpio inside her vehicle, alone. I personally heard Mayor Inday Sara Zimmerman Duterte-Carpio ordered Sonny Buenaventura and I, in Visayan dialect, and I quote: ‘Bulgar naman kayo nan ‘Pusilon’ (SHOOT) ang ‘target’ ninyo “nong” (referring to Sonny and myself, “NONG” short of “Manong” – older person) Kidnapa na lang ninyo (‘target’ shabu users, and pushers and other suspected criminal elements in Davao City) para ‘missing’ lang, para dili samok ang media!’ (Shooting your target is too brazen. Just kidnap them, so they would just go missing, and so that the media won’t bother us). Sonny Buenaventura replied, ‘Sige, Dai! OK!’ Then, she drove away. It was a three to five-minute ‘Kill Order’ thru ‘abduction operation’ from a lady mayor of our city, the daughter of Mayor President Rodrigo Roa Duterte, that shed much blood of innocent poor Filipinos suspected of being ‘shabu’ users and pushers in Davao City, now nationwide, thru the ’Tokhang’ campaign of the Philippine National Police Chief – Four Star General and a newly elected Senator – Ronald ‘Bato’ Dela Rosa.’”
It was a “kill order” through abduction. There was no order whatsoever from Sara to stop EJKs because summary executions were against the law. The principle of the rule of law did not seem evident in Sara’s mentality although she is a lawyer. She appeared bound to follow his father’s legacy as mayor of Davao City. It is a legacy of murder through extrajudicial killings (EJKs).
