Nabigyan tayo ng sipi ng liham ni Bureau of Customs- CIIS Chief Alvin Enciso na pinadala sa ating patnugutan na nagpapahayag ng kanyang mariing pagtanggi patungkol sa umano’y memorandum order (MO) na umano’y kanyang inisyu at ipinadala kay Manila International Container Port (MICP) Collector Romeo Allan Rosales na nagsa- suggest na idaan sa mahigpit na inspections ang may 500 container vans na mula China.
Mariing pinabulaanan ni Enciso na may ganoong uri ng memo ang kanyang inisyu.
Wala umano itong katotohanan at posibleng gawa- gawa lamang ng ilang grupo na nagnanais maghasik ng intriga at kalituhan sa mga pagawain sa loob ng Aduana.
May ilang grupo marahil sa loob ng BOC ang nagnanais intrigahin at pag-awayin sina Collector Rosales at CIIS Chief Enciso.
Posibleng “white paper” ito na pinapakalat ng di pa kilalang mga indibidwal na naapektuhan ng intensified anti-smuggling drive ng opisina nina Collector Rosales at ng hepe ng CIIS.
PAUMANHIN po ang ipinararating natin sa mabunying Collector Rosales at Ginoong Enciso.
Ika nga sa journalism parlance, “nakoryente” tayo ng nasabing kumakalat na “white paper” na pinick- up din ng iba pang mga news entities (tabloids).
Parte po ito ng tinaguriang professional risk sa pamamahayag sa layong maka- scoop ng isang expose’ at exclusive na artikulo.
In this particular case, hinahangaan natin ang pagiging malawak ng kaisipan ni Ginoong Enciso sa pag- initiate nito ng extra effort to reached- out sa ating pahayagan at pabulaanan ang nasabing issue.
Taos- pusong paghingi ng PAUMANHIN ang aming ipinararating at hinihingin mula sa mabunying opisyal ng BOC.
Rest assured na di na muling mauulit pa sa hinaharap ang mga ganitong uri ng blunders.

Dear Sir,
On June 9, 2023, your online news portal published a column, titled “Customs Squabble”, about the Manila International Container Port (MICP) and Customs Intelligence and Investigation Service (CIIS), particularly their heads—MICP District Collector Romeo Rosales and MICP-CIIS chief Alvin Enciso. In the article, it was alleged that I sent a memo to District Collector Rosales to inspect some questionable container vans filled with imported items and that the good District Collector allegedly ignored and even ripped the memo.
I categorically deny that there was no such incident. The District Collector had approved all my requests for inspection since he assumed office in July 2020.
The Bureau of Customs (BOC) has been successful in its increased anti-smuggling efforts because of the close coordination between the MICP-CIIS and the Collector’s Office under District Collector Rosales.
In 2022, this coordination resulted in P21.655 billion estimated worth of apprehended goods. Both the MICP-CIIS and the District Collector’s Office implemented the Letters of Authority issued by our Commissioner Bien Rubio, as well as the seizure of illegal drugs through joint buy-bust operations, with other law enforcement agencies.
This year alone, from January to May 2023, the BOC already apprehended an estimated P11.3 billion worth of smuggled goods via the cooperation between our two offices.
Such accomplishments would not have been possible if not for the close work that our two offices do. Our work speaks for itself and we are both committed to accomplishing more under the leadership of Customs Commissioner Rubio and President Ferdinand Marcos Jr.
Therefore, I request for the article to be retracted and the appropriate apology to be issued to my office and to the good District Collector’s office.
