Yamsuan: Tap barangay ‘tanods,’ volunteer groups as force multipliers in fight vs terrorism

Bicol Saro Partylist Representative and former Department of the Interior and Local Government (DILG) official Brian Raymund Yamsuan said Tuesday barangay peace and order committees and civilian volunteer organizations (CVOs) should be mobilized as ‘force multipliers’ in the fight against terrorism.

Yamsuan made this recommendation following the recent bombing during a Catholic mass service at the Mindanao State University, which killed four people. The terrorist Islamic State group has claimed responsibility for the attack that also injured about 50 others.

He strongly condemned the attack, stressing that “terrorism cannot be justified, whatever the reason and cause behind such despicable acts.”

Yamsuan also expressed his condolences to the families of the victims, and said the House of Representatives under the leadership of Speaker Martin Romualdez was ready to extend aid to the people of Mindanao affected by the attack.

“We will suggest na palakasin ang kapabilidad ng mga civilian volunteer organizations para maging force multipliers at ma-deputize sila para makatulong sa pag-monitor ng mga kahina-hinalang mga aksyon sa kanilang mga komunidad,” Yamsuan said during this morning’s interview in an online news program.

“Dapat kasi sa problema sa terorismo, ang pag-monitor hanggang sa barangay level,” added Yamsuan, a former assistant secretary of the DILG.

(We will suggest that the capability of CVOs be strengthened as force multipliers and they be deputized to help track suspicious movements in their respective communities.)

Yamsuah said CVO members would have to pass stringent requirements and undergo basic military training before they can be recruited and deputized by the Philippine National Police (PNP.

Barangay public safety officers, commonly known as barangay ‘tanods,’ and barangay peace and order committees should also be tapped as force multipliers to assist the police and military in information gathering and in updating records of inhabitants in their respective communities, Yamsuan said.

Yamsuan said this was the strategy employed by the DILG in the fight against terrorism when he was with the Department under the leadership of then Secretary Ronaldo Puno.

“We need to mobilize all the help we can get,” Yamsuan said.

Yamsuan said he will suggest to Speaker Romualdez that he ask the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) to retrain members of CVOs and strengthen their capabilities.

“I will also recommend to the Speaker that he meet with the DND (Department of National Defense), DILG, PNP, and other concerned agencies to determine how to improve our system of investigating these attacks, monitor and secure public places and other facilities, and also find out if additional budget and resources are needed to carry them out,” Yamsuan said.
