SI Davao City Mayor “Inday” Sara Duterte-Carpio ang lumulutang bilang eminent performing local chief executive sa Pilipinas matapos na makakuha ng 93% “job approval rating”.
Sa National Capital Region (NCR) naman si Mayor Josefina “Joy” Belmonte ng Quezon City ang nanguna bilang Mayor matapos na makakuha ng 87% achievement rating habang si Governor Gwendolyn Garcia ng Cebu Province ay nakakuha ng 77% sanhi upang manguna sa mga regional governors.
Si Duterte-Carpio ng Davao City (Region XI-Davao Region) ang nanguna sa puntos na 93%, kasunod si Mayor Justin Marc Chipeco ng Calamba City (Region IV-A Calabarzon) na may 82%, si Mayor Arnan Panaligan ng Calapan City na may 77% (MIMAROPA- Southwestern Tagalog Region) ang pumangatlo habang pang-apat si Mayor Oscar Moreno ng Cagayan de Oro City na may 74% (Region X- Northern Mindanao) at panglima si Mayor Benjamin Magalong ng Baguio City na may 71% (Cordillera Administrative Region).
Sa NCR, si Belmonte ang nakatanggap ng highest approval rating sa mga Metro Manila Mayors sa puntos na 87%, pangalawa si Mayor Victor Maria Regis “Vico” Sotto ng Pasig City na may 86%, pangatlo si Mayor Francisco “Isko Moreno” Domagoso na may 80%, pang-apat si Mayor Rexlon “Rex” Gatchalian ng Valezuela City na may 79% at panglima naman si Mayor Tobias “Toby” Tiangco ng Navotas City.
Si Garcia naman ng Cebu Province (Region VII-Central Visayas) ay nakakuha ng 77% mula sa kanyang mga constituents na nagresulta upang manguna bilang gobernadora. Pumangalawa sa kanya si Arthur Defensor ng Iloilo Province (Region VI) na may 72%, pangatlo si Franciso Emmanuel Ortega ng La Union Province (Region 1- Ilocos Region) na may 70%, pangatlo si Marc Douglas Cagas IV ng Davao del Sur Province (Region XI- Davao Region) na may 67% at panglima si Dennis Pineda ng Pampanga Province (Central Luzon) na may 62%.
“In every region, the City Mayor of each capital in area have been assessed by the constituents when it comes to their over-all job performances or achievements. As for the Governors, we chose the regional center of the provinces to gather a significant data for analysis. We are hoping that this will give our public servants a good insight on how they are doing with their constituents,” ayon kay Dr. Paul Martinez ng RP- Mission and Development Foundation Inc. (RPMDinc).
“Of the sixteen (16) Provincial Governors representing in every region, ten (10) achieved a majority high job performance rating while six (6) were not able to attain a majority approval. For Mayors outside National Capital Region—13 City mayors were rated high job approval ratings while 3 rated below 50%. For National Capital Region (NCR) Mayors, fourteen (14) Mayors appraised positively while 3 were assessed below the passing mark however their ratings went up significantly from previous surveys,” dagdag pa niya.
Ang survey ay isinagawa ng RPMDinc, na isang independent at non-commissioned survey na may 3,500 respondents sa NCR mula July 3-10, 2021 at 5,000 respondents naman sa lahat ng rehiyon para sa gobernadora at mga alkalde sa labas ng NCR mula Hunyo 10-25, 2021.
Ang objective ng naturang independent analysis ay matukoy ang opinyon ng mga mamamayan, gayundin ang assessment nila sa performance ng kanilang mga opisyal pagdating sa ilang mahalagang factors na kailangan sa kanilang obligasyon sa lipunan.
Layunin rin nitong tulungan ang mga opisyal na makapaghatid ng mas mahusay na mga programa at mga polisiya na makapagpapaangat sa pamumuhay ng mga Pinoy.
Ang pandemya ay nakadagdag sa mga layabilidad sa lipunan kaya’t kinakailangan ng mas angkop na mga pamamaraan at aksiyon mula sa ating mga lider upang mas mahusay nilang mapaglingkuran ang kanilang mga constituents.
“Based on our latest findings and record, Mayor Sara Duterte achieved a (93%) rating that surpassed the ratings of President Rodrigo Duterte last January 2010 that was at (86%) mark as the Mayor of Davao City. During our project implementation, respondents were asked to describe in their own words “what crosses their minds” when they think of Mayor Sara Duterte —–Strong willed, Trustworthy, Young and Experienced Official. At present, she surfaced as the number 1 Local Chief Executive in the Philippines and leads in the current presidential polls. Political parties are now trying to get ahead of others by declaring their intention to be affiliated with Mayor Sara Duterte if she decides to run for President. She is indeed a formidable presidential candidate,” ani Dr. Martinez.
