‘KILL KILL KILL’ (5)

KARUGTONG ito ng aking talakay tungkol sa operasyon ng Davao Death Squad (DDS) sa isang tsapter ng aking aklat “KILL KILL KILL Extrajudicial Killings in the Philippines; Crimes Against Humanity v. Rodrigo Duterte Et. Al.” Kasama ito sa 188-pahina expanded affidavit ni SPO3 Arturo Lascanas. Nahaharap si Gongdi at mga kasapakat sa sakdal ng crimes against humanity sa International Criminal Court (ICC). Halaw ito sa Chapter 7: Hitman’s Confessions:

MASS GRAVES. Any discussions of the DDS operations would be incomplete without mention of the mass graves, where the DDS operatives buried their dead victims. Mass graves constitute a huge part of their operations. They could not just throw away the bodies of their victims. Not to legitimate cemeteries because burying their bodies in these cemeteries requires paper trails, or death certificates. Most of the victims of their operations were mostly the poor and the downtrodden, whose families would not dare to complain. They would mostly suffer in silence.

Lascanas said in his expanded affidavit: “The DDS mass graves, financed by then Mayor Rodrigo Duterte, in Davao City (Special Area of Operations) are the following: a. Laud quarry in Barangay Langub, Davao City. Owned, maintained, and secured by SPO4 Bienvenido Laud and his policeman son Alvin Laud. The Laud quarry guards are the following: Ayan, Jong-Jong, and Yoyin Delacerna and their step-father alias ‘Longhair’; Rolando Singuran alias Miguel; Alejandro Casas alias Totpik and his son in law alias ‘Ampol.’ The Laud quarry became the common mass grave of all Duterte Death Squad members of different police special units and police stations in Davao City, since the Directorship of then Colonel Isidro Lapeña. Thus, we tagged the Laud quarry – ‘Burikat mass grave’ (Prostituted Mass graves) in Davao City. Thousands were buried there. Sometime between 2009 to 2011, alias Jun Totpik, alias Ampol, alias Miguel, and alias Longhair and his stepsons exhumed and reburied some skeletal remains in different parts of the Laud Quarry.”

Lascanas continued: “b. The Barangay Mandug mass graves in Davao City. It is more or less 18 kilometers from the city proper, and the mass graves area is more or less three kilometers from Barangay Mandug proper and near the banks of Davao River. The mass graves area is a semi-forested place. The Mandug mass graves were maintained by SPO2 Jim Tan and secured by the Duhilag brothers. The lone guard in the area is alias ‘Gabby’ who resides thereat. He has no family with him. Alias ‘Gabby’ received monthly allowance of P7,000 from Mayor Duterte thru SPO2 Jim Tan as the policeman-handler, plus one sack of rice monthly. More or less, one hundred innocent human lives were buried in Mandug mass graves. Every 6 to 10 months, SPO2 Jim Tan, after the burial of dead bodies with the Duhilag brothers, would conduct “exhumation operations” or the unmarked graves and throw the skeletal remains of the victims into the nearby Davao River. It is Mayor Duterte’s policy on DDS operatives that six to ten months after burial in mass graves, they should be exhumed and the skeletal remains of the victims shall be thrown in Davao river or in seas. But in Laud quarry, some of SPO4 Ben Laud caretakers did not seriously observe Superman Digong’s policy, especially in the absence of SPO4 Ben Laud, unlike in Mandug mass graves in which alias ‘Gabby’ has kept his own burial diary to monitor the number of months of every buried bodies thereat. Because in every ‘exhumation operation,’ there is a corresponding ‘exhumation payment’ of P3,000 to P5,000 per exhumed skeletal remains of a buried body. And the Mandug mass graves is for the exclusive use only of the Heinous Crime Task Group DDS and of SPO2 Jim Tan’s extra business of killing within Davao City AOR and outside, depending on the ‘price’ or ‘pot money.’

He continued: “c. A mass grave near the bank of Davao river, adjacent to a small banana plantation with banana chips factory, in Barangay Ma-a, Davao City. It was maintained and secured by then SPO4 Teodoro ‘DoDong’ Paguidopon and BeBot Manriquez. It was used exclusively by SPO4 Teodoro Paguidopon’s group of DDS within ‘Smart Police Group’ – (1998-2001) and later C.I.D.G. XI – Davao City.”

The last part: “d. The Davao gulf area (high seas) in Samal Island. It was maintained and secured by Police Senior Master Sergeant Sanson ‘Sonny’ Buenaventura. With the use of our motorized ‘death boat,’ [the] Heinous Crime Task Group, DDS, as well as other death squads from different police stations and police special units, threw dead bodies into the sea surrounding Samal Island and Davao region. The ‘Death Boat’ which we purchased for P250,000.00 was under registered under the name ofErik Branzuela Barnes.”

DAHIL lampas 30 taon na ang DDS sa Davao City, may naipundar itong sariling kultura. Ang tawag dito sa sociology, isang larangan sa social science,” ay “subculture.” May sariling mga salita, halagain, at kultura ang mga kriminal. Kasama ito sa aking akdang aklat:

CRIMINAL SUBCULTURE
OVER the years, a criminal subculture has developed among DDS operatives and civilian multipliers. They have their own terminologies, using them to the maximum themselves and a set of values, according to Lascanas in his expanded affidavit. Among them, “Superman” referred to Mayor Rodrigo Duterte, while “Balite Tree” was the City Mayor’s Office at the City Hall of Davao. “Hapon” referred to Major Ernesto Macasaet. “Karabao/Kabaw” was a four wheel vehicle used in DDS operations. “Kabayo” was a motorcycle.

Lascanas affidavit gave the frequently used words in the DDS operations and subculture: “trabaho,” killing operations; “neutralize, to kill in any manner; “salvage,” to kill in any manner; “pintik,”to kill by way of shooting; “tosok,” to kill by way of stabbing; “bonlot,” to abduct the target person; “hipos tanan” or “erase,” to kill all, or mass killings; “player”/”abantero”, the hitman or shooter; and “labyog,” to kill, and dump the dead body of the victim somewhere within the area of responsibility of Davao City.

Other words, Lascanas affidavit said: “bonglo, ”to bury the victim of abduction in several mass graves,” the DDS have, in Davao City, sometimes by tossing and throwing the victims dead bodies in the high-seas of Davao Gulf area. Many remains missing to this day, and the body count of missing person’s continues as long as the evil one remains in power; “bagahe” or “basura,”dead bodies or victims of abduction, delivered to Laud quarry mass graves, Barangay Mandug mass graves, Barangay Ma-a mass graves, and to Davao gulf area; “nueve,” a calibre .45 handgun; “songkod” or “binagha,” an assault rifle/long firearm; “salida,” staged shoot-out scenario or “nanlaban; “liso,”a bullet; “bala,” financial logistics (money); “subject” or “target,” the individual/s who will be investigated, surveilled, abducted, or killed by the DDS; “ohos,” fake money or fake information (Fake ID); “bongol,” not alert;. “tanom,” to plant evidence; and “butang,” shabu or meth.

Also included are words like: “gamit,” a weapon; “area,” “bukid,” “dagat,” the Laud quarry mass graves, Barangay Mandug mass graves, and the Davao Gulf area in Samal Island; “manho na,” act of successfully burying a dead body of the DDS victim; or the throwing of dead bodies of DDS abduction victims in creeks, rivers, desolated place or secluded area, in high seas, is well-done and successful. DDS operatives used this parlance in response to SPO4 Buenaventura’s query on the status of DDS operatives on going “trabaho;” “soyop,” a drinking session; “tolak”, “zombie,” drug pusher, user; “swimmer,” a person who buys shabu;“tago,” a safehouse; “ebay,”a woman; “gilok,” to rob/hold-up; “atab,” an informer; “Sunog,”burnout/expose; “pakurat,”allowance; and“basura” or “garbage,” live or dead bodies for liquidation/disposal.
